Born in Kars in 1980, Dr. Binnetoğlu completed his high school education as the top student of his class. During his university years, he ranked first in his fourth year at Marmara University Faculty of Medicine. In 2006, he graduated as the third-highest-ranking student in his faculty. The same year, he achieved a top rank in the Turkish Medical Specialization Exam (TUS) and began his residency in Ophthalmology at Beyoğlu Eye Training and Research Hospital, where he worked as an assistant for one year.

1980 Kars doğumlu olan Dr. Binnetoğlu ilk ve orta okul sonrası lise eğitimini okul birincisi olarak tamamlamıştır. Üniversite eğitimi sırasında Marmara Üniversitesi Tıp Fakültesinde 4. dönem birincisi olmuştur. 2006 yılında fakülte üçüncüsü olarak mezun olmuştur. Aynı yıl TUS (Tıpta Uzmanlık Sınavı) sınavında Türkiye derecesi ile girdiği Beyoğlu Göz Eğitim ve Araştırma Hastanesinde 1 yıl Göz Hastalıkları asistanlığı yapmıştır.
